What is Building Control?

Building Control is the approval process for demonstrating compliance with Building Regulations; Building Regulations set the national standards that apply to building work in England and Wales.

Building Regulations are independent from planning permission, and most building projects require building control approval even if the project does not require planning permission.

The regulations cover all aspects of construction, from structure and fire safety to provisions for electric car charging. They help ensure the long-term sustainability of the building, keeping the public safe and future proofing projects for the community.

At Building Control Management, a Plans Certificate is always included as part of our service. This is where we review building plans to check for compliance with Building Regulations. However, it is not required and may not always appropriate, especially for smaller projects.

Once all inspections are completed, we will issue a Final Certificate; this is your legal proof that the building working meets the required regulatory standards. It can be provided to whoever may need it, from future buyers to mortgage and insurance providers.

At the end of this process all the documents, plans, inspection reports and evidence we have gathered will also be provided to you.

What Is BCM's Role?

What Are The Building Regulations?

What Are UK Building Regulations?

These apply in England and Wales only.

RBCA -

Registered Building Control Approver. A private sector business licensed by the Building Safety Regulator to conduct Building Control work. RBCAs where previously known as 'Approved Inspectors' under the Building Safety Act.

Initial Notice -

A form served by the RBCA to the Local Authority stating they are to be the Building Control Body. It needs to be submitted at least 5 working days before the work starts. It can be served weeks or months in advance, as long as it is within three years of estimated commencement.

Plans Certificate -

Issued by a RBCA or local authority, a plans certificate is a formal document showcasing that detailed construction drawings comply with building regulations. It is not required on projects except for High Risk Buildings. Building Control Management offer this as standard, but for smaller projects it is often unnecessary as detailed plans are not needed.

Final Certificate -

This document demonstrates that the building work is compliant with building regulations.

The Client -

The Client is legally defined as any person or organisation for whom a construction project or building work is carried out. The client holds ultimate non-transferable legal responsibility for ensuring that a project complies with building regulations.

Higher Risk Building -

Under the Building Safety Act 2022, a Higher-Risk Building is a building in England that:

(a) is at least 18 metres in height or has at least 7 storeys, and

(b) contains at least 2 residential units.

Only the Building Safety Regulator can deal with these types of buildings, although our Managing Director Ged Cooper is qualified to inspect them.

Commencement Date -

This is when either 15% of the work is completed or the first floor is reached. Confusingly, this is not the start date unless the above is likely to be achieved.
